What Is The Exact Time Frame For Chinese New Year ?

It seems as if the Chinese New Year always falls after two New Moons follow the winter solstice (shortest day of the year.) Meaning, first you have winter solstice, then a total of two new moons – and the second one is the celebration of Chinese New Year. Is this accurate ?

YES YOUR CORRECT-Chinese New Year falls on a different date each year ranging from late January to mid- February (basically on the second new moon after the winter solstice).
