Science and Technology Association of Ningbo held a mass greeting and Scien-tech Award Ceremony on January 25 in Jingang Hotel. Chen Xin, vice party secretary of Ningbo, Yu Hongyi, member of standing committee of municipal party committee and vice mayor, Hua Changhui, the vice chairman of Ningbo Political Consultative Conference, met scientist and technicians in Ningbo and talked with them about the development of society.

On behalf of the municipal party committee, the people’s congress, the municipal government and Ningbo Political Consultative Conference, Chen Xin expressed seasonal greetings and congratulated them on their achievements. He highly spoke of achievements made by scientific associations at various levels. He hoped that scientists and technicians in Ningbo could put their emphasis on key problems and provide powerful intelligence support by making scientific research and overcoming scientific difficulties. He also hoped that scientific associations at various levels could work as a bridge and improve their service awareness and service ability so as to create a fine policy and academy atmosphere. The final purpose was to make the greatest efforts to stimulate enthusiasm, innovation and activity of scientists and technicians.

In the world, the social development of a country is usually divided into three phases: the resource-driven phase, the capital-driven phase and innovation-driven phase. One of the indicators of the innovation-driven phase is the R&D investment reaches 2%. In building the port-oriented industries, Beilun finds that shortage of core technology is the bottleneck of the development. Therefore, the district initiated the project to build the core competency of enterprises. The R&D centers of enterprises, national-level hi-tech enterprises and enterprises with patent rights are given large amount of financial aids or awards.

Even in time of great difficulty, Haitian still had over 600 people devoted in R&D. Last year, of the 91 technical innovation projects into which Beilun invested 18.9 billion yuan, about 90% are the leading port-oriented industrial enterprises in steel, chemistry, textile and plastic machinery. The heart of the great project is the 147 R&D centers. Last year, Haitian, Qiuguan and Desike got 50.76 million yuan of subsidies from the central government for leading industrial technological innovative projects, covering over 1/3 of the amount Ningbo got.

In the meanwhile, enterprises of Beilun take the global financial crisis as an opportunity to obtain equipment, technology and market from the world. Yunsheng used to be a supplier of components to Southwest Wind Energy Company of USA. Last year, the company took the time to reach an agreement with the American company on the exchange of stock ownership with technology. In this way, Yunsheng got the complete blueprint for the wind energy generator and hence it has got lots of orders home and abroad. With its equipment from Japan, Sweden and Germany, Geely company has its newly built production line of quality grade cars equipped with the world top equipment and last year, its profit rose up by 60% over the same period of last year.

Statistics show that the added value in Hi-tech industries in Beilun amounts to 42.75 billion yuan, up by 11.1 % over the same period of previous year. At present, the district has initiated the plan to build the core competency of enterprises. It aims at the target that by 2012, the district should have 10 leading companies whose output each amounts to 10 billion yuan and 20 companies whose output amounts to 1 billion yuan.
