According to the authoritative data issued by Ningbo Survey Group of the National Statistics Bureau, in 2011, the rural per capita net income stood at 16518 yuan, up by 15.8% over the previous year. While the urban resident per capita income reached 34058 yuan, up by 12.9%. With the rural income achieving double-digit growth for eight consecutive years, the urban-rural income ratio is further reduced to 2.062:1.

Promoting the steady increase of rural income is the starting point and ultimate goal of the new rural construction. Ningbo has made great efforts to construct the long-term system of rural wealth accumulation by implementing the favorable policy to agriculture. In 2011, about 118,700 rural laborers were trained, among which 29,500 were trained in transfer skills and 52,000 were trained in migrant workers’ job skills. About 23,000 rural laborers achieved transfer employment after training.

The leading agricultural enterprises, the specialized farmers cooperatives and the agritainments promote the continuous increase of rural income. In 2011, the leading agricultural enterprises in Ningbo took in 150,800 rural employees and about 898,200 rural households were affected. 1700 specialized farmers cooperatives in the city affected 350,000 rural households. While working in enterprises, a large number of rural workers set up some new forms of industries such as intermediary services, chain business, rural community services and agritainments. In 2011, the “agritainments” received 11.918 million tourists and achieved a business income of 1.13 billion yuan, up by 31.6% and 41.1% respectively over the previous year. In terms of the structure of the income, the salary income continued to growth rapidly and reached 9667 yuan per capita, up by 19.0% over the previous year, contributing 68.3% to the increase of the net income.

With the development of the rural housing reform and rural joint-stock reform, more and more famers benefit from the soaring of property income and dividend income. In 2011, a total investment of 12.991 billion yuan was put into the reconstruction of 78,100 rural houses, of which the construction of 48,100 houses with a total area of 6.53 million square meters has been completed. So far, as there have been 548 rural economic cooperatives, the total dividend for farmers reached 1.33 billion yuan or 198.2 yuan per capita. Some farmers even become landlords or share holders by selling or letting their extra houses. All the above elements promoted the increase of the non-business rural net income, which amounted to 2937 yuan, an increase of 46.6% over the previous year, contributing 41.4% to the increase of the net income.

News came from the Ningbo central branch of People’s Bank that in 2011, both the balance of deposits and the balance of loans for financial institutions exceeded a trillion yuan in Ningbo. News came from Ningbo Survey Group of the National Statistics Bureau on January 21 that according to a sample survey of 600 households, the per capita disposable income of urban residents in 2011 reached 34,058 yuan, up by 12.9% over the previous year.

In terms of the income composition, all incomes but property income increased. Specifically speaking, the per capita salary income amounted to 24280 yuan, an increase by 11.5% over the previous year. It is still the decisive factor of the income increase by accounting for 57.1% of the increase in disposable income and contributing 62.7% to the family total income. The per capita business income reached 3997 yuan, an increase of 21.0% over the previous year, contributing 10.3% to the family total income and accounting for 15.8% of the increase in disposable income. The per capita property income reduced to 1439 yuan, down by 31.3% over the previous year, accounting for 3.7% of the family total income and accounting for negative 14.9% of the increase in disposable income. The per capita transfer income amounted to 9003 yuan, up by 25.8% over the previous year, accounting for 23.3% of the family total income and contributing 42.0% to the increase in disposable income, which enabled it to stand in the second place among all the composing elements of the total income.

In 2010, the total output of industries of Ningbo for the first time exceeded 1,000 billion yuan. From January to November last year, the gross value of industrial output of large enterprises of Ningbo amounts to 1,075.3 billion yuan, increased by 19.5% over the precious year.

The statistics show that from January to November last year, the industrial added value of large enterprises reaches 216.4 billion yuan, 12% more than the previous year; the profit tax reaches 106.32 billion yuan and the profit totals 57.13 billion yuan, increased by 10.8% and 4.9% respectively. The total score of the 11 economic indicators is 279.7 points, 13 points more than the same period of the previous year.

From January and November, the amount of sales of the large enterprises of Ningbo increased by 20%, of which the sales value of the internal market increased by 24.7%, covering 76.7% of the total industrial sales value, 2.9 points higher than the same period of the last year. The situation of over reliance on the international market has been basically changed.

From January to October last year, the profit tax and profit of the 220 key enterprises monitored by Ningbo Municipal Economic Information Commission increased by 22.1% and 22.2% respectively, 4.8 and 8.9 points higher than the average. It was learned from the conference of the heads of the city’s banking and financial institutions on Jan.13 that the banking sector in Ningbo maintained a sound momentum in 2011 and kept a good interactive relationship with the local economy. By the end of November 2011, the balance of loans for small businesses had reached to 336.756 billion Yuan, up 40.375 billion Yuan as against the beginning of the year.

Last year, Ningbo Banking Regulatory Bureau rendered great efforts to encourage the banking institutions to support small, micro-enterprises. To reduce the financing costs for businesses, the Bureau required banks to set the loan interest rate no more than 30% higher than the benchmark interest rates, and they also put forward some regulatory requirements. For example, banks were not allowed to raise financing costs in disguised forms; besides they pushed banks to innovate on products that are suitable for small and micro businesses. At present, 602 financial products are applicable to small businesses, increased by 120 as against early the year, including 366 non-mortgage products, which accounted for 61% of the products for small businesses. Up to now, there are 8 branches of commercial city banks featuring loans for SMEs. Ten village banks are to be opened, and two new technology bank branches, one logistics bank branch and 15 community bank branches have been set up. More than 300 work teams of financial services for small businesses have been established within its jurisdiction.

In addition, the Banking Bureau has also taken the lead to propose an increase of the bad loan tolerance to 5% for small businesses. By the end of November 2011, small businesses in Ningbo have maintained good asset qualities. And the balance of non-performing loans of small businesses in the banking and financial institutions within its jurisdiction was 3.126 billion Yuan with a slight increase of 0.45 million Yuan compared with that in the beginning of the year. The rate of bad loans was 0.93%, 0.11 percentage lower than that of the beginning of the year. In 2011, the balance of non-performing loans for small business decreased for nine consecutive months, and11 consecutive months for the rate of bad loans.

In financial support for agriculture, we can see a balance of agriculture-related loans of 348.167 billion Yuan by the end of September 2011, increasing by 21.76% of 45.759 billion Yuan since the beginning of the year, which was 5.36% higher than the loans for other fields.

The urban function is further promoted.
