ANCHOR: An empty cargo vessel hit a bridge under construction near the port of Ningbo, Zhejiang Province last Thursday, injuring fourteen crew members. Four crew members were reportedly still missing six days after the accident. STORY: Workers are trying to remove the cargo vessel, code named Qinfeng 128, from underneath the collapsed section of the bridge. Bad weather has hampered rescue efforts by more than 10 salvage ships. The vessel collided with the lower span of the of the Jintang bridge last Thursday, causing a 60-meter long section to crash down on top of her. Within hours of the accident, 16 out of the 20 crew members were rescued with 14 of them suffering minor injuries. The four missing crew members may be trapped inside the ship’s cabin when the 3000-ton section of the bridge collapsed on top of it. No workers were on the bridge at the time of the accident. Nine people died in a similar accident last year when a cargo vessel slammed into the Jiujiang bridge in Guandong province.

According to the quarterly statistics of economy of Ningbo, it is preliminarily estimated that the GDP amounts to 129.02 billion yuan. Calculated by comparable price, the GDP increases by 7% over the same period of last year, with the growth rate 3.4 points lower than the same period of the last year. An analysis of Ningbo Statistics Bureau shows that despite the impact of the insufficient demand and internal adjustment and the pressure from economic decline, Ningbo is maintaining a gradual recovery of its economy.

The income of citizens grows faster than that of GDP.

In the first quarter of this year, the income of urban and rural residents grows faster than that of GDP. The statistics show that the urban per capita disposable income reaches 12,302 yuan, 13.0% more than the previous year. On inflation-adjusted basis, the income rises by 10.2%. The per capital cash income of the rural residents reaches 6,676 yuan, 13.5% more than same period of the previous year. In real terms, the income rises by 9.3%.

An analysis of Ningbo Statistics Bureau shows that the wage income and transfer-payment income are still the major source of the growth of the income of urban residents. The growth of the income of rural residents is mainly attributed to the considerable growth of the old-age pension, stock interest and rental income. The growth rate of these non-productive incomes is as high as 21.2%.

The slowing down growth of CPI and notable price reduction of houses.

In the first quarter of this year, the CPI increases by 2.5% against the same period of the proceeding year. It drops by 3.1 and 2.8 against the same period of the previous year and the average of the year.

Thanks to the control policies by the central government on the real estate market, the house price is declining in the first quarter this year. According to the State Statistics Bureau’s report of the price movement of houses of 70 cities in March, the price of new houses and that of second-hand houses drop respectively by 1.7% and 0.4% on the monthly base. Statistics from Ningbo Economic Cooperation Office show that in the first quarter of this year, Ningbo introduced 54 business projects by returned Zhejiang entrepreneurs from outside the province and from abroad, with a total agreed capital of 15.473 billion yuan and actual capital of 2.605 billion yuan. Together with the 2.912 billion yuan from 48 carry-over projects, the total capital available has reached 5.517 billion yuan.

At the beginning of the year, Ningbo made a specialized plan for the introduction of returned Zhejiang and Ningbo entrepreneurs: introducing a group of quality business projects by relying on such activities as the first session of “World Ningbo Group Conference” and “Shanghai – Ningbo Week”. All the towns and districts carried out various kinds of introducing activities in response to this plan.

Xiangshan County is the “pioneer” of introducing returned entrepreneurs. According to Ningbo Municipal Bureau of Environment Protection, in the examination by Zhejiang Provincial Office of Pollutants Discharge Reduction, Ningbo is among the best of Zhejiang in the discharge reduction of major pollutants.

The examination shows,  in 2011 Ningbo reduced discharge of COD by 3.52%, ammonia nitrogen by 3.12%, sulfur dioxide by 3.83%, and nitrogen oxides by 1.56%. Ningbo has fulfilled all the requirements for the discharge reduction of the three major pollutants as is required by Zhejiang Provincial Government for the annual examination for 2011. With respect to the control of pollutants of COD, ammonia nitrogen and nitrogen oxides, Ningbo is the best in Zhejiang. And it is No.2 in the control of sulfur dioxide.

Reportedly, in the past year, all the cities, counties, districts and related departments made vigorous efforts to advance pollution reduction programs. In the rectification of the key areas and key industries,Ningbo constantly strengthens the law enforcement, and the environment supersion, resulting in notable progress in this respect.

In the control of water pollution, the city renovated and built sewage treatment facilities, improved the sewage collection network, raised the capacity of sewage treatment works and raised the used of recycled water.
